Public Notification of Proposed Changes to DFO’s Lexington Area Metropolitan Transportation Plan 2045

The Lexington Area Metropolitan Planning Organization (MPO) is holding a 15-day public comment period for Amendment 2 to the Lexington Area Metropolitan Transportation Plan (MTP) 2045 and Amendment 3 to the Lexington Area DFO Fiscal Year 2021-2024 Transportation Improvement ( POINTE).

Two projects are proposed for inclusion: the High Street Corridor Mobility and Safety Improvement Project and the Richmond Road Restricted U-Turn Project.

The High Street project includes the reconstruction of portions of Manchester, High and Patterson streets to provide safety and multi-modal accessibility along these streets, and the construction of an off-road path parallel to Oliver Lewis Way. The projected cost of the project is $32.75 million, and DFO staff anticipate that sufficient resources will be available for the duration of the metropolitan transportation plan.

The Richmond Road project is being considered at the request of the Kentucky Transportation Cabinet to commit federal funds. The project will construct a series of Restricted U-Turn Intersections (RCUTs) along Richmond Road and Athens Boonesboro Road from Yorkshire Boulevard to the entrance of Brenda Cowan Elementary School. The aim is to reduce conflict points between vehicles, improve safety and improve traffic flow. A shared-use pathway will also be constructed from Yorkshire Boulevard to Hays Boulevard to improve bicycle and pedestrian access. Aphids Way will be realigned with Old Richmond Road and will undergo a minor widening as part of the project.

he Richmond Road project proposes to allocate $8.34 million in federal funds to the project for right-of-way acquisition, utility relocation and construction. The project is also committing $760,000 in public funds to the project. The expected completion date of the project is September 2024.

Public comments on these amendments will be accepted from July 28 to August 11. Amendments and full MTP and TIP documents are available on the Lexington Area Metropolitan Planning Organization website (lexareampo.org). DFO’s Transportation Policy Committee (TPC) is scheduled to consider approval of the proposed changes to the MTP and TIP at its regularly scheduled meeting at 1:30 p.m., Aug. 24, in the Lexington-Fayette Urban County Council Chambers, 200 E. Main St.

Lexington Area DFO is the federally designated transportation planning agency for Fayette and Jessamine counties. The MTP identifies projects of regional importance needed to meet projected transport needs through 2045. The TIP is a 4-year program of projects identifying phases of work ready for implementation and with a formal funding commitment . Projects that seek the use of federal transportation funds or that are considered by DFO to be of regional significance must be included in both the MTP and the TIP prior to implementation.
